Home Care Resources for Indianapolis Families

Starting home care for a loved one in Indianapolis can feel overwhelming. We've put together this guide to answer your questions about Indiana Medicaid Waivers, payment options, and how to get care started — step by step.

Step by Step

How to Get Started

Getting care started is simpler than you might think. Here's exactly what to expect from your first call to your first day of care.

01

Call or Contact Us

Reach out by phone or through our contact form. A care coordinator will respond within one business day — often the same day.

02

Free Care Consultation

We schedule a no-obligation consultation — in person or by phone — to understand your loved one's needs, preferences, and daily routine.

03

Personalized Care Plan

We create a customized care plan tailored to your family's specific needs, schedule, and budget. You review and approve everything before care begins.

04

Meet Your Caregiver

We carefully match your loved one with a compatible, vetted caregiver. You'll have the opportunity to meet them before care begins.

05

Care Begins

Care starts on your schedule. We check in regularly, adjust the care plan as needs evolve, and remain your partner every step of the way.

Indiana Medicaid Waiver Provider

Understanding Indiana Medicaid Waivers for Home Care

Morning Dove Services is an enrolled Indiana Medicaid Waiver provider serving Indianapolis and Marion County. We accept clients through three primary waiver programs administered by the Indiana Family and Social Services Administration (FSSA) — and we guide families through every step of the process at no cost.

Aged & Disabled (A&D) Waiver

Who qualifies

Seniors 65+ and adults with qualifying disabilities

What it covers

Funds in-home personal care, attendant care, companion care, housekeeping, transportation, and more for individuals who would otherwise require nursing facility care.

How to apply

Must meet Medicaid financial eligibility and require a nursing facility level of care. Apply through your local Area Agency on Aging or FSSA office.

Traumatic Brain Injury (TBI) Waiver

Who qualifies

Adults with a documented traumatic brain injury

What it covers

Provides community-based support services — including attendant care, community transition, and structured family caregiving — to help TBI survivors live independently at home in Indianapolis.

How to apply

Must have a TBI diagnosis, meet Medicaid eligibility, and require a level of care consistent with an intermediate care facility. Contact FSSA for a level-of-care assessment.

HCBS Waiver Programs

Who qualifies

Individuals with disabilities and complex care needs

What it covers

Indiana's Home and Community Based Services (HCBS) waivers fund a broad range of in-home and community support services designed to keep individuals out of institutional settings.

How to apply

Eligibility varies by waiver type. Morning Dove Services can help you identify which program fits your situation and connect you with the right FSSA contacts in Indianapolis.

VA Home Care Benefits

In-Home Care for Indianapolis Veterans & Surviving Spouses

Morning Dove Services works with veterans and their families throughout Indianapolis and Marion County to access VA benefits that help cover the cost of in-home care. Several VA programs may apply — and we help you navigate each one.

VA Aid & Attendance Benefit

Who qualifies

Veterans and surviving spouses who need help with daily activities

What it covers

A monthly pension supplement that helps pay for in-home care, assisted living, or nursing home care. It is one of the most valuable — and most underused — VA benefits available to Indianapolis-area veterans.

How to apply

Must be a wartime veteran (or surviving spouse) receiving VA Pension, and require assistance with at least two activities of daily living (bathing, dressing, eating, etc.). Apply through the VA or a VA-accredited claims agent.

VA Homemaker & Home Health Aide Program

Who qualifies

Veterans enrolled in VA health care with a service-connected or non-service-connected disability

What it covers

Provides skilled and non-skilled in-home care services — including personal care, companion care, and homemaking — to help veterans in Indianapolis remain safely at home.

How to apply

Requires a referral from a VA primary care provider. Veterans enrolled in VA health care at the Richard L. Roudebush VA Medical Center in Indianapolis may be eligible.

Program of Comprehensive Assistance for Family Caregivers (PCAFC)

Who qualifies

Post-9/11 veterans with a serious injury or illness

What it covers

Provides a monthly stipend to a family caregiver, plus health insurance, mental health services, and respite care — supporting Indianapolis families who care for a veteran at home.

How to apply

The veteran must have a serious injury or illness incurred or aggravated in the line of duty on or after September 11, 2001, and require personal care services. Apply through the VA Caregiver Support Program.
